Following a request from the European Commission, the Panel on Plant Health was asked to deliver a scientific opinion on 30 pest risk assessments made by France on organisms which are considered by France as harmful in four French overseas departments, i.e. French Guiana, Guadeloupe, Martinique and Réunion. In particular, the Panel was asked whether these organisms can be considered as harmful organisms for the endangered area of the above departments, in the meaning of the definition mentioned in Article 2.1.(e) of Directive 2000/29/EC and thus potentially eligible for addition to the list of harmful organisms in Directive 2000/29/EC.This document presents the opinion of the Panel on Plant Health on full[1] the pest risk assessment conducted by France on Parlatoria ziziphi with French Guiana, Guadeloupe, Martinique and Réunion considered an endangered area.Parlatoria ziziphi (Lucas) (Insecta: Hemiptera: Diaspididae), the black parlatoria scale, feeds on citrus; major hosts are Citrus aurantiifolia (lime), Citrus aurantium (sour orange), Citrus hystrix (mauritius bitter orange), Citrus limon (lemon), Citrus nobilis (tangor), Citrus reticulata (mandarin), Citrus sinensis (navel orange), Citrus × paradisi (grapefruit) and other Rutaceae, and to a lesser extent on other plants, some of which are used in the ornamental trade. Heavy infestations of P. ziziphi on citrus cause premature senescence and leaf drop, reducing yield. However, there are only two old or unconfirmed reports of economic losses caused by this insect, which is widely distributed throughout the world, particularly in the tropics.The Panel examined in detail the risk assessment provided, and considered the accuracy and quality of the information provided and methods applied for pest risk assessment purposes. The review was based on the principles of the International Standard on Phytosanitary Measures ISPM No. 11[2]: Pest risk analysis for quarantine pests including analysis of environmental risks and living modified organisms (2004) by the International Plant Protection Convention (FAO, 2007b).Many statements in the French document are not referenced or supported by verifiable scientific data. The ratings for the probability of entry, establishment and impact given in the pest risk assessment are difficult to interpret, due to the lack of evidence presented and inconsistent judgments by the assessors. This particularly applies to: the possible introduction pathways, available strategies to control the pest, and the potential economic impact of the pest in the PRA area.The conclusion of the French assessment is that P. ziziphi (Lucas) qualifies as a quarantine organism for French Guiana, Guadeloupe, Martinique and Réunion. However, the Panel cannot support this conclusion on the basis of the evidence provided in the assessment.After seeking additional information, the Panel agrees that the organism can enter and establish in the PRA area[3]. However, the Panel found scarce evidence that the species can cause serious economic impacts once introduced and therefore considers the rating of “moderate to high” for economic impacts to be over-estimated. Despite its wide tropical distribution, including regions with similar climates to the PRA area, there are only two old or unconfirmed reports of negative impacts in the literature.The Panel, based on the information provided in the document and on additional literature consulted, concludes that P. ziziphi (Lucas) is not appropriate for evaluation of pest risk management options for the endangered areas of French Guiana, Guadeloupe, Martinique and Réunion and thus is not potentially eligible for addition to the list of harmful organisms in Directive 2000/29/EC
